It is such hard work cleaning up from a flood! I've been there, too.
Re: Your mom's diploma, I would contact the university and see if they will reprint it. We had a house fire in 2000, mostly water damage, and my university reprinted my Master's diploma for me as well as a couple of awards I had won. The paper would not have been salvageable otherwise.
I'm sure your mom's Master was quite a bit longer ago than mine was, but it's still worth a shot, even if it couldn't be signed by the same person, at least she would have it.
